I would only prepay for a provider I've met on multiple prior occasions. If you can trust they'll fulfill their end then it's fine.
Last time I prepaid, we agreed to meet, then he asked for me to prepay. I counted that I'd pay the full rate in person, or I'd prepay now but with a discount.
